§ 46-5. Property numbering.

  • (a)

    Numbering map. The property numbering map entitled "Property Numbering Map, dated May 15, 1991, City of Hendersonville, North Carolina" is hereby adopted as the official property numbering map of the city, and all property numbers assigned in accordance with this numbering map (and no other property numbers) shall be used or displayed in the city except numbers assigned in accordance with the official numbering map. The property numbering map shall be kept on file in the office of the city clerk.

    (b)

    Numbering system. On the property numbering map Main Street is hereby designated as the north-south axis and First Avenue is hereby designated as the east-west axis, and all avenues, streets and alleys running north and south shall be numbered from the east-west axis consecutively to the corporate limits of the extremity of such avenue, alley or street. Avenues, streets, or alleys running generally east and west shall be numbered from the north-south axis in the same manner. Wherever possible, 100 numbers shall be allowed to each block so that the number of each consecutive block shall commence with consecutive hundreds and one. One whole number shall be assigned for every 50 feet of ground whether improved property or vacant lot on every street within the corporate limits, excluding the business district in which case one whole number shall be assigned for every 25 feet whether improved property or vacant lot. Odd numbers shall be assigned to the west side of the street on all north-south streets, and even numbers to the east side. On east-west streets, even numbers shall be assigned to the south side of the street and odd numbers to the north side.

    (c)

    Owners to purchase numbers. Owners shall purchase numbers as follows:

    (1)

    Every property owner of improved property shall, on or before June 3, 1992, purchase and display in a conspicuous place on the property the number assigned.

    (2)

    The property address number must be displayed by the main entrance to the building or on the street end of the building nearest the road so that it is most clearly visible from the street.

    (3)

    If a building is more than 75 feet from the centerline of the roadway, the property address number shall also be displayed at the end of the driveway nearest the road which provides access to the building. Such display shall be at least six inches above driveway level with the numbers facing the street.

    (4)

    All property address numbers shall be displayed numerically. Numbers may be displayed in script as long as numeric numbers are also properly mounted. When two or more numbers are displayed, each successive number may be either adjacent or offset.

    (5)

    Single-family dwelling numerals shall be at least four inches in height and shall be posted and maintained so as to be legible from the road.

    (6)

    Numerals for multiple dwelling units and nonresidential buildings shall be at least six inches in height and shall be placed on the front of the building facing the road or on the end of the building nearest the road.

    (7)

    Manufactured/mobile home lots shall have sequential address numbers throughout the park. Each lot will have a separate address number assigned. Each manufactured/mobile home space shall be marked uniformly within the park with at least four-inch numbers at the lot entrance or in another conspicuous place. Marking of a manufactured/mobile home is permitted, provided that such numbers are visible from the roadway.

    Numerals placed on mailboxes for U.S. Postal Service identification shall not be a substitute for the property address.

    (d)

    Adoption of street naming map; changes of names or new names; appeals. The street naming map entitled "Street Naming Map, dated May 15, 1991, City of Hendersonville, North Carolina" is hereby adopted as the official numbering map of the city. The city council shall designate a person or agency who hereafter shall authorize any new or change of street names. An appeal from such person or agency shall be taken to the city council and such decision shall be final.
