No person or any agent, employee, servant, contractor or subcontractor of any person
shall dig, cut into or through the streets, highways or alleyways within the city
for the purpose of installing, repairing or making connection with water lines, sewer
lines, gas lines, telephone lines, power lines or for any other purpose, without having
first obtained written permission to do so from the department of public works of
the city, and in conformance with the procedures and methods set forth or provided
for in this article.
