Article II. COLLECTION AND DISPOSAL |
§ 44-43. Preparation and storage of residential refuse for collection.
It shall be the duty of the occupant or owner of any premises to keep all refuse pending collection and disposal as follows:
(1)
Garbage and rubbish. All garbage and rubbish shall be bagged using garbage bags of 0.75 mil thickness or greater and the tops secured and placed in an approved refuse receptacle. Receptacles adequate to hold the refuse normally accumulating between scheduled removals shall be provided on each premises. All garbage and rubbish shall be free of liquid. Garbage and rubbish containing liquid shall be placed in watertight paper or plastic garbage bags of 0.75 mil thickness or greater and tops secured and placed in an approved refuse receptacle.
(2)
Other household refuse (yard waste). Leaves, grass clippings, pine straw and other non-putrescible waste, will be collected. Tree limbs shall be cut in lengths not exceeding eight feet in length and 18 inches in diameter. All materials must be stacked in a compact pile, not to exceed 4' x 4' x 12' per week, on the curb (or property line in the case of streets where curbing has not been installed) in front of the residence or side of the residence, if the residence is located on a corner street. Such piles shall not extend into the street. No such refuse, refuse containers, tree branches, heavy brush or rubbish shall be placed or piled on the curb in such location or manner as to impede any pedestrian or vehicular traffic, or passengers of commercial passenger vehicles from boarding or departing from such vehicles at places designated for such vehicles to stop to let passengers on or off. The city will not collect logs and limbs over eight feet long, stumps or root balls. The city may have periodic tree leaf pickups separate from regular brush collection activities. Yard waste will not be collected from vacant lots or abandoned structures.
(3)
Disposition of heavy accumulations. Heavy accumulations such as brick, broken concrete, lumber, ashes, dirt and plaster, sand or gravel, automobile frames and parts, dead trees and other bulky, heavy material shall be disposed of at the expense of the owner or person controlling the same.
(4)
Maintenance of refuse receptacles. Receptacles, except single use paper or plastic bags and single use paper or cardboard boxes required by this article, shall be maintained in as sanitary condition as possible in view of the use to which they are put; and shall be thoroughly cleansed as needed by washing, scalding or otherwise.
(5)
Protection of contents of containers. Roll-out containers shall be kept closed tightly except during the collection or deposit of garbage, trash or refuse. The contents of all receptacles shall be so protected that the wind cannot blow out and scatter such contents over the streets, alleys and premises of the city.
(6)
Accumulation of refuse on property. Each owner shall prevent or otherwise be held responsible for unsightly accumulation of refuse upon the property occupied by him or public thoroughfares adjoining his property.
(7)
Hazardous materials. It shall be a violation of this article to place or cause to be placed in any refuse can or container for collection any acid, explosive material, inflammable liquids or dangerous or corrosive material of any kind.
(8)
Household appliances. Inoperative or wornout privately used household appliances (refrigerators, stoves, washing machines, dryers, discarded furniture, etc.) will be collected by the city. The resident must make arrangements for collection and disposal with the sanitation department.
(9)
Removal of trash. City collectors will remove properly prepared residential trash from the curbside only with the exception of those variances as granted by other sections of this article.
(10)
Collection service. Service shall be discontinued when payment for service is overdue, where garbage or trash containers are inadequate or have been condemned as unfit by the director of public works and notice of the same has been given to the owner or occupant of the premises who has refused to correct the situation then existing.
