Division 1. GENERALLY |
§ 14-161. Definitions.
The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Business or profession of massage means the massage of any person for a fee or for other consideration.
Chief of police means the police chief for the city or his designee.
Finance director means the director of finance for the city or his designee.
Massage therapist means any person who is engaged in the business or profession of massage therapy, and who receives compensation for his services.
Massage therapy means the manipulation of soft tissue for therapeutic purposes, which term may include, but shall not be limited to, effleurage, petrissage, tapotement, compression, vibration, friction, nerve strokes and other Swedish movements, either by hand or with mechanical or electrical apparatus for the purpose of body massage. The term may also include the use of oil, salt glows, hot and cold packs and other recognized forms of massage therapy.
Massage therapy establishment means any establishment or business wherein massage is practiced, including establishments commonly known as health clubs, physical culture studios, massage studios, massage parlors or similar establishments by whatever name designated. A massage school is a massage therapy establishment only if some portion of the premises is used for the business or profession of massage.
Massage therapy school means any educational facility for massage which meets minimum standards for training and curriculum as determined by the state division of proprietary school services, and is licensed, or exempted from licensure, by the state board of community colleges.
On-site/chair massage means massage offered at a client's business or workplace where the client is fully clothed.
Private parts means the penis, scrotum, mons veneris, vulva or vaginal area.
